What it is
YouDecide Tenants is a £600,000 fund for delivering improvements to the local area. Renfrewshire Council tenants and other residents suggest the ideas, and then council tenants can vote for them.
We’re splitting the £600,000 over the 3 financial years from 2025 to 2028:
- Year 1 (2025 to 2026) - £150,000
- Year 2 (2026 to 2027) - £250,000
- Year 3 (2027 to 2028) - £200,000.

Who can suggest ideas
Anyone who lives in Renfrewshire can suggest ideas, but only Renfrewshire Council tenants will get to vote for them.
Before you submit an idea
We'll review your submission against the criteria below. If it meets the essential criteria, we'll progress it to the costing and voting stages.
We cannot progress projects that do not meet the essential criteria to the voting stage. If a project idea is more appropriate for another council service, we'll refer it to that service for consideration.
Tenants can vote for any number of projects in their neighbourhood area that add up to the value of the funding available. We'll then deliver the most-sought-after (most voted for) projects in that area.
Projects which are approved and voted for by tenants will be delivered by local suppliers where possible, following the voting process. Some works may be seasonal.
We'll provide updates as winning projects progress.
Essential criteria
- Only projects on land or buildings owned or managed via the Housing Revenue Account (HRA) can be progressed to the voting stage (ask us if you're not sure about this).
- Projects must improve the environment or security of the area.
- Projects must not require additional ongoing maintenance.
- Where mixed tenure projects are proposed, a minimum of 50% of council tenants must benefit from the proposal for progression to the voting stage (noting no works can take place on private land or properties).
- There must be sufficient budget to cover the cost of the projects approved for the tenant vote, as no part funding is available.
- It must be a project where responsibility for delivery is with the council's housing services.
- No cash alternative is available.
How to submit ideas and vote
Year 2 of the YouDecide Tenants programme is now open for new ideas.
To submit an idea, log in using your username and password, or create a new account.
When submitting your idea, give it a name, lots of detail, and even a picture.
You can submit more than one idea.
We'll then assess ideas against the set criteria before we open the voting later this year.
Submissions will close on Sunday 27 September 2026.

In year 1, tenants voted for:
- improvements to bin areas and waste solutions
- improvements to common spaces at our sheltered housing developments
- garden improvements.
